A horse box trailer has been dumped in a carpark outside my flat

This horse box has been dumped outside the block of flat that I live in. The horsebox has been dumped in a car park. Is making it hard for people to park outside their homes. I am disabled and have to park down the road not close to my flat and walk. I am now unable to park my vehicle outside the flat as there are many vans, taxis and other cars parked outside.
