Regular disposal of large bag of household waste in public roadside bin

Over the past year I have noticed frequent disposal of a large bag of household waste in the small public waste bin at The Dove bustop (eastbound) on Aylesbury Road in Wing. The bag takes up the entire bin and prevents others from using it for smaller ad hoc rubbish. This has the potential to lead to littering elsewhere. On occasion these bags have also split open, causing the rubbish to spill out onto the road and pavement. I have never witnessed the disposal but feel it may relate to a local business. This week, a large amount including food waste spilled out of the bag, which is a potential health hazard. I have picked it all up and left a bag beside the bin as it contained a mixture of general waste and recycling as well as the food, and I was unwilling to sort and add it to my own bins. On a general level, I feel that this bin is not large enough since it is well used anyway but as it has no lid, rubbish often blows or falls out and is spread across the road etc. I would like to see this bin replaced with a larger bin with an enclosed top. I have reported this issue to my parish council and been advised it is the responsibility of the LA.
