Bin is full. Dog waste/litter is becoming a constant problem.

The public bin has been full again for a while. It is being used for dog waste as dog waste bin has been fenced off. Bags of dog waste are sitting on the top of the bin. When the bin is full, litter blows into the street. It is an extremely well used bin. We either need a larger bin, an additional bin or more frequent rubbish collections please.
