Dumping rubbish next to public footpath

This house has built up a huge pile of fly tipping of things they have thrown out their back gate It’s an absolute eyesore and the dog excrement is posing a health hazard and rubbish could be a danger to children as it includes heavy objects. We are so sick of this , and no one seems to stop them fly tipping more and more , it has been going on over 12 months I thought there were fines for fly tipping ? But they are allowed to do it ? Very odd
