Public right of way stile/gate that has been barred to stop dog walkers having access.

The landowner first put intimidating passive aggressive signs up, which were later removed. Since then every access for dogs to access the footpath safely has been barred. There is one very high stile left which dogs, older individuals/young children can’t physically access. Wood, wire and padlocks have been put on the gate. It is now very difficult for most of the public to get on to the public footpath. The only people who are managing it are the most agile. Older individuals are having to turn back and people can’t physically lift their dogs over the high stile without damaging their backs. The public footpath needs to be made more accessible for all, with perhaps a new kissing gate. The landowners behaviour also needs to be addressed.
