The Luton van was stationary facing towards main road with high beam on, before we got in our car to drive up the road to turn around, we were walking our dog in the field adjacent to where the fly-tipping took place and heard them unloading the van when we passed their van, the van appeared to be abandoned with the engine running, by the time we turned around the van disappeared. we notified the police who didn't want to know
