While someone was cutting the verge on a ride-on lawnmower, a large stone was fired out from the mower which struck my windscreen causing it to shatter

I was driving along Bellingham Way in Broughton today (3/7/26) at around 11:30, heading west. A man on a ride-on lawnmower was cutting the verge. I'm assuming he was council employed or contracted, as this wasn't outside anyone's home and I'd seen other people doing similar elsewhere in Broughton.

The mower was on the verge next to my car, heading towards me. As I approached it, a large concrete/cement rock came flying out from the mower and struck my windscreen with considerable force, causing damage as per the photos. My right arm was covered in micro-shards of glass some of which caused minor cuts. Otherwise, the car and I were OK. The man on the mower didn't see what had happened, nor did he hear it as he was wearing ear defenders.

Even though perhaps little can be done about this, I'm required to report this as a fault so that I can make a claim to cover the cost of repairing my windscreen.
