Sent to Buckinghamshire Council less than a minute later. FixMyStreet ref: 9722224.

The public bin went missing earlier this year. You replaced it with a bin with a concrete base. This replacement bin has been removed. This bin is much used by walkers and dog owners and needs to be replaced. given that someone is determined that the bin should not be there I think you need to put a more robust concrete base or ideally chain it to the iron entrance to the footpath so it cannot be taken again.
