Lane End Road, at the junction with Horns Lane

Very large fly-tip of rubbish/ household items, ie a full tipper truck full. 2 reports of this have been made [ref: 9704994 and ref: 9683526] but neither have photographic evidence and in both cases the PIN is in the wrong place by several hundred metres. The fly-tip is at the junction of Horns Lane with Lane End Road, not halfway up Horns Lane towards Cressex Road. At a glance, there didn’t appear to be any identifiable waste visible. A tipper truck must have reversed and tipped, therefore the waste is 4 metres off the tarmac, mostly lying down a sloping bank. Not difficult to spot once parked up in that lay-bye area on the junction. Is this the council's responsibility, or on private land? Thank you
