Parked on a public rd with not Tax , Mot or insurance

The car has been left outside my house on a public Rd, it has flat tyres and clearly been left there. Im disabled and now because of this car I can't park outside my home on the public highway. There's been a clampdown on vehicles lately but no one seems to bother here. This needs dealing with .
