People dumping rubbish by property bins

Multiple households which do not belong to this area are dumping their rubbish with the small amount of bins in alley by Cameron Road. Our bins are have been stolen in the past but now also we have public dumping large items (e.g. piles of clothes, household rubbish) as well as large amounts of dog foul. Now additionally large volumes of black bags and recycling are also being left - this is not been a problem in the past and clearly people are using to dump unwanted waste which is not fair to the households who have to use these bins. This is creating a regular health hazard as the rubbish / recycling is only collected once every two weeks. As nothing is done to prevent these thefts, can 2 large additional bins and 2 large additional recycling bins be issued to prevent this health hazard as soon as possible. This has been a regular problem for months now and as the summer approaches, it is going to cause serious issues.
