Fencing taken down

Sent to Buckinghamshire Council less than a minute later. FixMyStreet ref: 9365558.

Fencing has been taken down by management company due to works but would like to know whether this is responsibility of council or mgmt company. Mgmt company haven't given answer when contacted.
