Signs saying 'no dogs' on public footpath and ultrasonic sound devices used to deter dog walking

At both stile entrances to the field, signs states 'no dogs', in spite of dog walking being allowed on public footpaths. Someone has also installed ultrasonic sound devices at near both stiles (in the tree facing the stile at the top end furthest from the farm building, and on a fence close to the farm building at the other end), seemingly to try to deter people from walking their dogs.
