Bins full to overflowing

I don’t know who is responsible for Higginson Park but due to the school holidays, every bin is full to overflowing and litter is now blowing around the park. I feel it would be common sense to have scheduled the bins to be emptied more frequently over this period knowing that the park is going to be move heavily used at this time.
