East side of Sandleswood End

I today walked up the East side of Sandleswood End and took the attached photographs illustrating the issue. The footpath full width is generous (about 1.5m) allowing generous space for pushchair and wheelchair users (both of which I have witnessed trying to negotiate not going on the muddy grass). You also see runners having to dive into the road to go around other pedestrians, which is obviously not ideal safety wise. Little seems to have been over the years to encourage property owners to comply with their obligations not to obstruct the footpath and to leave the full width free of obstruction as originally intended. Overhanging trees are no problem if pruned to say 2m above the footpath, but as you can see some are so low you cannot even duck under. I would be grateful if you could encourage compliance and if not adhered to enforce under the Highways Act.
