My sister Mrs Sharon McCarthy, householder of 26 Castle Park Road, previously submitted report 8742282. Your email received 10/02/2026 indicated she could resubmit if conditions deteriorated. As she is unwell and undergoing chemotherapy I have been asked to do this for her. In heavy rain, after road and kerb works close to 20 Castle Park Road, water is diverting before reaching the drain onto the footpath instead and floods into gardens further up the street. Here at no.26 it fows into the side passage and floods badly. This has now happened several times within a month. On 15/02/2026 after one hour's downpour it reached a depth of 9 inches, above the air bricks now protected by sandbags, and even above the damp course level. 3 attached photos were taken during this rain. They show 1) the point where the kerb is completely level with the road, causing the diversion, 2) water streaming at the front of No26, and 3) the depth of water in the side passage. The soak away to the garden cannot cope with the extra storm water now coming from the road. We are greatly concerned about damp and about structural consequences from water pooling beneath the house. We have spoken to neighbours in this terraced block who share this concern. Flood water also reached the front door step and overwhelmed guttering installed there. The email of 10/02/2026 gave no indication of a time frame for resolution, nor recognised any urgency from the threat to property from water ingress and the stress it is causing: "..more minor defects such as the defect you have reported may not be immediately scheduled for repair. An order for a repair remains in our system for when resource allows and we will continue to monitor the location for any further deterioration." We request that you urgently reassess the priority of this repair. Mrs McCarthy will need to ask her insurers how she stands with liability.

If the flooding is caused by a water leak we will report it to the relevant water company, who are responsible for water leaks.
There are occasions when flash flooding overloads the drain/gully, even when a drain/gully is clean and well maintained it can only cope with a certain volume of water at one time, a sudden and heavy downpour can still cause flooding especially if the road is in a low lying area, this generally clears away over a matter of hours.
The Highway Officer is only able to inspect the drain when the water has cleared away, this will be done within 10 days and if required, an order will be raised to clear the drain.
