A non blue badge holder was seen parking in a blue badge holder space, she refused to move her car to allow a blue badge holder to use the bay provided for disabled users with a blue badge, the drive had no blue badge or disability, she was a young woman with two small children going to the shops.

    Subject to available resources, a civil enforcement officer (traffic warden) will go and assess, and if a vehicle is parked in contravention of a parking restriction, a penalty charge notice may be issued.
