Hedge should not be over any part of the path. Saying you can walk on the grass is wrong.

I think after all this time someone else should recognise no one plans to cut this hedge back off the path. They should be fined for everyday the hedge remains blocking part of a public path. I sure if I parked my car on a foot path or even dumped my old sofa on a foot path, someone would do something about it.
