Abandoned car in disabled space

This car has been sat abandoned for over 6 years. Has been “SORN” off the road on a public road. This is a resident from the block of flats who is incredibly aggressive and we are unable to make any communication with him due to fear. He is a double amputee. This car is causing others to not be able to make use of the disabled bay. There is equally no “disabled badge” on display either. This has been sat abandoned for a long time, the road underneath is damaged.
