Sewage waste pump truck dumping waste

Driving down park lane at 17:00 this evening we noticed a horrid smell. We realised it was coming from outside the car and assumed it was septic tank overflowing or a a burst sewer pipe. A couple of metres further down the lane we saw a truck spewing a brown liquid out the valve at the back. Sadly the driver noticed us at the same time and sped up, I was unable to get a photo of the truck.
We noticed the smell shortly past the farm house on the corner to about half way down to the beeches entrance.

This has been passed to our Highways Team, who will carry out an inspection and arrange for the appropriate action to be taken.
Our priority is clearing the obstruction on the public highway to make it safe; this may mean that the fly tip is moved to the side of the road for a period of time before safe removal is arranged.
Please be assured we will come back and clear it as soon as possible.
