Large amount of very tall growth surrounding a tree on common ground against my garden wall

I moved to 36 Manor Close Stoke Hammond in May. Neighbours advise that ‘the council’ have routinely cut back the tall growth on the common ground that abuts my house. See picture. This has grown at least 2/3 feet since we moved here and if not cut back will swamp the Rowan tree. It also overshadows our back garden. I have been advised by the Parish Council to report this via ‘Fix My Street’ as this is a county council responsibility. Please can you advise how I can make arrangements for this over growth to be cut back. Many thanks Dee Christie
