**Dear Sir or Madam,**
I am writing to raise, once again, a matter of **significant public health concern** relating to ongoing and repeated incidents of **dog fouling along Chestnut Lane**. This issue has been reported to the council **on numerous previous occasions** and remains unresolved.
Chestnut Lane serves as a **primary pedestrian route for children attending local schools**, and dog fouling along this path is now an almost **daily occurrence**. When this waste is inevitably trodden into the pavement or school premises, it creates a serious **health hazard**, particularly for young children. As you will be aware, dog faeces can contain *Toxocara canis*, exposure to which can lead to severe illness or even **loss of sight**.
While it is acknowledged that the council is not directly responsible for individual acts of fouling, there remains a **clear statutory and moral duty of care** to ensure that public walkways, especially those forming part of a designated school route, are **kept safe, clean, and fit for use**. The ongoing failure to address this well-documented problem—despite repeated notifications—now suggests a **pattern of negligence** in managing and enforcing existing environmental health obligations.
Accordingly, I am requesting a **formal response** from the council confirming:
1. **What specific actions** will be taken to address this ongoing issue, and within what timeframe; 2. **What enforcement measures** (e.g. patrols, fixed penalty notices, signage, or CCTV monitoring) are planned to deter offenders; and 3. **What contingency or inspection procedures** are in place to ensure the safety and hygiene of school routes under your jurisdiction.
Given the potential public health implications and the council’s duty under relevant **Environmental Protection and Public Health legislation**, I must stress that continued inaction could expose the authority to **claims of negligence or failure to discharge statutory responsibilities**.
