Grey bin no emptied

The people from 2 Chippendale Close have two grey bins. They have this one and a large one. The bin men only empty the large one. The smaller bin has been there for about two months and is full. Yesterday I spotted a rat around it. The bin as it is not being emptied needs to be taken away as it is attracting rats.
