Dumped debris on verge (and further up along A40 verges) by Bucks council

Buckinghamshire Council have created a mess on verges along A40, and where A40 meets A413 during recent road resurfacing. Dumping debris, litter and tree cuttings on verges. When I raised this - the auto reply from BC and LAT is that this is passed on to a capital maintainance program team and my ask is….why? Why can’t BC hold contractors and their works to account? They should be sent to clear up mess left behind. The road resurfacing was appreciated but hugely overdue, and the debris left behind is likely due to vegetation and street sweeping that was never done in the first place.
