Rubbish keeps being placed around the litter bin, mainly bin bags and large plastic bottles

Public litter bin next to bus shelter on Wycombe Lane. For about 6 weeks now black bags and other rubbish keeps being placed around the bin. The bin is always full, I assume they load up the bin then just leave the excess next to it. Every time the bin is emptied and the excess rubbish cleared it happens again. Concerned about rats also.
