Van with no number plates parked outside 132/134 on pavement

Big van that has no number plates constantly parked on the pavement and on double yellow lines making it so that you have to walk I in the road. It is illegal not to be displaying any number plates.

    Subject to available resources, a civil enforcement officer (traffic warden) will go and assess, and if a vehicle is parked in contravention of a parking restriction, a penalty charge notice may be issued.
