Bollard not clearly visible to cars exiting car

I have already reported this and been informed that basically it's my incompetence that caused me to hit this bollard, which I found fairly offensive as I have indeed exited this car park many times without a problem, particularly when there was a taller bollard there. However, I would argue that in my case, another car was entering the car park as I was leaving, so I was close to the left wall on exiting to allow room for us both (it's a narrow gap), and from my position in the driver's seat I COULD NOT SEE the low bell bollard. As a council you have a duty to make these things clear and visible - I understand the reasons for it being there but would say that the very least you could do would be to make the road markings clearer, e.g. give way markings on the tarmac on the car park exit, to enable drivers to see where they are supposed to reach before making a left turn. At present the markings there are pretty much non-existent.

This has been passed to a Highways Officer to investigate the enquiry/issue.
An inspection will be carried out within the next 20 working days, if a replacement bollard/railing is required, this may take up to 12-14 weeks as we do not hold these items in stock.
