Over grown hedge forcing children and parents into rd

Yesterday I witnessed a women with a double buggy having to go down the curb on a road where cars pass frequently and far to fast with a baby and a toddler in danger. Today when walking my two young children to school I had to try and move them past the overgrown budlia bush and as a lorry passed by it caused my child to panic as he was so close to road causing him to wobble into the rd and me grab him in a panic. For a pretty bush this could cause a fatality. The children walk to school this way and the path is so narrow and testing of a parents nerves at the best of times. There is barely enough room for an adult to pass forcing everyone onto the curb so close to passing traffic.
