Car causing obstruction

The car has been left over 10 days ago. Nobody has returned to it that I am aware of. It is parked on the pathway and in the turning circle of the road. It is making things difficult for the many vehicles coming into the road to turn around and leave, especially delivery drivers etc in larger vans etc.
