Sport court/ sitting place in front of the court

We recently visited the court and sitting area with our 2-year-old to practise cycling and were appalled by the condition of the space. The sitting area appears to be frequently used by youths for drinking alcohol and smoking weed, as evidenced by empty cans and other litter scattered around.
The court itself, and the surrounding footpath and seating area, were covered in what appeared to be used dog foul bags. It almost looked like someone had thrown the contents of a bin across the court — I truly hope that’s not the case, but the state of it was shocking and completely unsuitable for families or children, or anyone really... Regardless of how it got to this condition, the space is currently impossible to use, and it’s a real shame, as it could be a lovely area for families and kids. Please could this area be thoroughly cleaned and monitored?
