Hedge is blocking the path

The hedge is never cut back straight, the hedge is cut at an angle and now totally restricts wheelchairs, mobility scooters and child buggies from movement on the path, they have to now go onto the road and its dangerous, even a pedestrian can no longer walk down the path without pushing the hedge out of the way. I believe this hedge is owned by the residents of Poppy Court.
