Flooding into Numbers 54 & 52 Windmill Lane due to Storm Water Run Off from Windmill Drive & oming onto Windmill Lane from Windmill Drive and Estate Behind

There is a continuing problem with inadequate and blocked drainage on Windmill Lane. Whenever we have sustained period of rain, the road itself holds water and the situation is exacerbated by surface water run off from Windmill Drive. This water eventually overspills from the road down the driveways of Plots 52 & 54 causing flooding into the houses. Last Monday (12th) due to the heavy rain, the water level and flow rate was such that the volume of water running of Windmill Drive together with the collection of water within Windmill Lane itself rose to such a degree that substantive volumes came onto the drives risking serious flooding.
The water is not due to rainfall within either properties curtilage, instead the water is not draining away in the road and storm drainage infrastructure and causes a significant risk to both properties if not reviewed and urgently addressed. To have so much water and run-off being directed towards and being back up and held due to blocked drainage / lack of drainage is dangerous and I do not believe operates as a managed solution.
I would be grateful if someone could arrange to meet with us in person to review the surrounding levels, camber of the road to Windmill Lane outside both properties, the kerb treatments along this stretch of road, the current drainage and identify incoming sources of water run off.
On the opposite side of the road to both houses is a grass verge beyond which there is a ditch. Our belief is that in addition to a review of the existing drains themselves, the camber of the road should be altered to push the water to the opposite side of the road, over the verge and into the ditch rather than the current state of affairs whereby the camber of the road actually serves to retain and push the water towards the driveways of both homes. In addition to this some drainage should be put in at the junction of Windmill Drive and Windmill Lane to deal with the run off from Windmill Drive.

If the flooding is caused by a water leak we will report it to the relevant water company, who are responsible for water leaks.
There are occasions when flash flooding overloads the drain/gully, even when a drain/gully is clean and well maintained it can only cope with a certain volume of water at one time, a sudden and heavy downpour can still cause flooding especially if the road is in a low lying area, this generally clears away over a matter of hours.
The Highway Officer is only able to inspect the drain when the water has cleared away, this will be done within 10 days and if required, an order will be raised to clear the drain.
