Overgrown hedge and uncontrollable werds

The owners of this hedge do not keep it under control. It is now ridiculously high and wide, encroaching on the already narrow pavement. I believe they also own the border that is full of weeds: some of which are brambles straddling the path. It is only the beginning of the growing season and set to get much worse
