Footpath outside block of flats

There are approximately 6 cars blocking the entire footpath outside the block of flats. I’m 83 years old and have walking difficulties. Last week I had a bad fall trying to navigate my way around the cars to get to the shop

    Subject to available resources, a civil enforcement officer (traffic warden) will go and assess, and if a vehicle is parked in contravention of a parking restriction, a penalty charge notice may be issued.
