Car parking forcing people into the road

I was walking along this road with my children when we can across an inconsiderable home owner who had parked their car into their front garden, however the front garden was too small for the car so they where also across the pavement, which forced me into the road with my two young kids and my assistance dog to get around the vechile, I was then very very narrowly missed by a car. The car parks like this every day which means this is a daily struggle for us. This is extremely dangerous and a short matter of time before someone is seriously injured.. the home owner needs to be spoken too and told they can’t park on the pavement. They need to realise the pavement is for people not cars and they’re car is not more important then a human. I walk here most days to take my kids to the park, I am unsure what to do now as I can’t risk my life like that again!

    Subject to available resources, a civil enforcement officer (traffic warden) will go and assess, and if a vehicle is parked in contravention of a parking restriction, a penalty charge notice may be issued.
