A recent vehicle accident has broken the culvert wall and the debris is blocking the outflow of rainwater from my property. MY BASEMENT IS AT SERIOUS RISK OF FLOODING! I am currently using emergency pumps to keep the water levels down. Please remove the debris of the broken culvert and keep the area clear for excess rain water to be drained away from my property. Your prompt attention will be deeply appreciated! Thank you.

We know that an important part of any road network is the drainage system which is designed to carry water away from the road surface. As a general rule ditches along the side of the road are the responsibility of whoever owns the land on which they are situated, they should maintain and keep the ditch capable of carrying water away from the road.
The Highway Officer will carry out an inspection within 10 days and if it is the responsibility of Buckinghamshire Council and work is required, we will raise and order and have the work done.
If the responsibility is with the landowner, we will not use taxpayers money to carry out the work, we will write to the land owner and request they carry out the necessary work on their land.

Update
The Highway Officer has carried out an inspection and has identified that there is no immediate safety issue, even when a gully is clean and well maintained it will only cope with a certain volume of water at one time, a sudden and heavy downpour can still cause flooding especially if the road is in a low lying area, this generally clears away over a matter of hours.
It is not financially viable for us to action all non-safety issues in isolation, these non-safety issues are added to a package of works for the area. In addition, all our roads are subject to Highways Safety Inspection Policy, and this includes identifying drainage issues, we also have a gully clearance programme where we inspect and clear all 85,000 Buckinghamshire owned gully’s annually.
