No4 keeps putting cones out

No4 not no2 keeps putting street cones out along the road. Top and bottom, he's got two vehicles and parks them so far apart that he doesn't allow anyone else to park on the road. He put the cones out on the road two weeks ago and locals couldn't get through. One van actually caught a cone and scratched all down the side of his van. He wasn't happy at all. No4 doesn't have the rights to do this at all. It's a public road. If you confront him. He's very abusive..
