No2 keeps putting cones out in front of there house or on the grass verge to stop people parking on the road. It's a public road, if anyone removes them, he gets nasty with the neighbours. He put them out on the road at the top last time. Cars couldn't get passed. A work van tried getting out of the road and went over a cone and scratched all the side of his van. No2 shouldn't be allowed to do this.
