The hedge / shrubbery on the boundary of the adjacent properties has been allowed, over many years, to creep across the verge to such an extent that only a narrow muddy path remains. Locals, including children, use the verge daily and when muddy are tempted to step out into the road to pass. Clarification of responsibility might be sufficient to resolve.
