Blocking access to South Place from Mill Road

Persistent parking of 2 vehicles on double yellow lines at end of the road. Has resulted in multiple missed bin collections from South Place. Foxes are targeting the rubbish left causing health hazard. The cars are owned by the same person who resides at 11 South Place. The same resident has also left a large amount of construction materials on the road for 2 months now which block 2 parking places and are a health and safety hazard for the residents of South Place, including several young children. We have raised it with the resident directly and politely but to no avail. Please can you look into this so South Place's refuse collections can resume and emergency vehicles can have access if required.
