Blocked culvert on Mill Lane by Molins causing flooded ditch and deep water by pavement

As per my earlier report, the culvert under Mill Lane by the entrance to the old Molins Sports Ground is blocked, and over a week since my original report the ditch by the pavement remains fully blocked and full of water all the time, perhaps 4-5 feet deep. This is now a drowning risk and a hazard to the many children and elderly who use Mill Lane to access the park, the primary school, the church, the train station etc on a daily basis. If the culvert blockage cannot be repaired immediately, could you please put signage and a barrier around this hazard as this is now deep standing water adjacent to a pedestrian walkway. Please also note that persistent heavy rain (more this weekend) is keeping this blocked ditch full of water and it is regularly flooding onto the pavement and road, and the only way it can drain is via the telecomms conduits (see other photo) which I image are not designed for this purpose, and all local broadband/ phone cables are sat permanently immersed in water which will no doubt be shortening their functional life.

This has been passed to the Highway Officer to investigate.
We know that an important part of any road network is the drainage system which is designed to carry water away from the road surface. Even when a gully is clean and well maintained it will only cope with a certain volume of water at one time, a sudden and heavy downpour can still cause flooding especially if the road is in a low lying area.
The Highway Officer is only able to inspect the drain when the water has cleared away, this will be done within 10 days and if required, an order will be raised to clear the drain.
