It is a daily struggle for me and my wife to enter or leave my driveway morning or evening. The neighbour parks completely covering the dropped kerb to give virtually none to limited access for me to pull in or out of the highway. This has been happening for many months and I have cctv and photo evidence of having the same problem every single night and Saturday and Sunday daytime. They have a scrap vehicle on the grass verge with no insurance, mot or road tax outside and another in their driveway that despite reporting the one on the public highway has zero action taken.

    Subject to available resources, a civil enforcement officer (traffic warden) will go and assess, and if a vehicle is parked in contravention of a parking restriction, a penalty charge notice may be issued.
