Fields constantly parking on double yellows blocking tracks

Why are fields parking on the double yellows to fill their vans? They have parking and access at the back of the store. This is not acceptable at 8.45 on a weekday. There is traffic from school and cars are backed up because they constantly park here.

    Subject to available resources, a civil enforcement officer (traffic warden) will go and assess, and if a vehicle is parked in contravention of a parking restriction, a penalty charge notice may be issued.
