Permanently blocked drain outside Fulmer Infant school flooding pavement and road

The drain outside Fulmer Infant school appears to be permanently blocked and is flooded across the pavement and road even during times of no rain.
This causes children and parents to have to walk out into the road to avoid it which is dangerous at busy times with passing traffic.
During periods of heavier rain the flood has extended all the way across the road to the fence on the other side meaning everyone has to get wet shoes going into or out of school.
It looks like this has been reported a number of times before but it has not been resolved.

This has been passed to the Highway Officer to investigate.
We know that an important part of any road network is the drainage system which is designed to carry water away from the road surface. Even when a gully is clean and well maintained it will only cope with a certain volume of water at one time, a sudden and heavy downpour can still cause flooding especially if the road is in a low lying area.
The Highway Officer is only able to inspect the drain when the water has cleared away, this will be done within 10 days and if required, an order will be raised to clear the drain.
