Abandoned car - left for months

There is a car that has been parked straight in a diagonal parking space with the cover over it so the number plate is not visible, this has not been used for months and not sure if it is taxed. This is causing major inconvenience to those residents who live in the area.

Worried about the contents inside car as it is covered.

    Subject to available resources, a civil enforcement officer (traffic warden) will go and assess, and if a vehicle is parked in contravention of a parking restriction, a penalty charge notice may be issued.
