Parking machines not working

Parking machines not working again in Cornwalls Meadow except for Ringo app. Some people do not have smart phones or are unable to use apps or are unwilling to pay the extra Ringo charges. This is stopping people using Buckingham shops and has been happening for a long time. Do Bucks council care?.
