Black bin bags dump near lamp post, cause people won't use the Black bin to put there bin bags in, the cats and foxes, rats are ripping the bags open, so rubbish all over Hanbury Close. Needs sorting ASAP. This is a curring thing now, 3 to 4 bags gets dumped every week round the lamp post.
