The vehicle has no number plate, is blocking a field access and causing a hazard to road users. This is a narrow rural single carriageway road and the caravan is preventing clear passing of vehicles and obscuring visibility. At this time of year the road is used by large agricultural vehicles as well as domestic cars so potential for vehicles to back up onto the A413 junction if two large vehicles can not pass each other.
