Recycling rubbish split from bin collectors

The recycling waste bin collectors almost always leave dropped litter on the road from the recycling waste they collect from the pavement and transporting to the truck. They know they are dropping it on the floor in what looks like a deliberate attempt not to pick it up. This is making the public road dirty because of their negligence.
