Someone keeps leaving dog fouling in bags on the communal grass. One bag has come open and dog fouling has come out and is on the grass/road.

Someone keeps leaving dog fouling in small black doggy bags on the communal grass right outside mine and other peoples properties along Scarlett Avenue. One of the bags has somehow come open and now there is dog fouling on the communal grass and road.
